In principle, the language of the proceedings shall be Japanese. However, the panel may determine to change the language of the proceedings having regard to the circumstances of the proceedings. A party wishing to change the language of the proceedings to English or another language should either submit a written statement requesting a change of language of the proceedings, along with detailed reasons for the change, or should submit a written complaint or answer in that language, stating the request for a change of language of the proceedings and the detailed reasons for the change. Whether to change the language of the proceedings is at the discretion of the panel, and the panel may decline the change of language of the proceedings and instead order that any documents submitted in any language other than Japanese be accompanied by a translation in whole or in part into Japanese.
